
McKinney-Vento Support for Families Experiencing Homelessness
The East Newark School District is committed to ensuring that all children and youth, regardless of housing status, have equal access to a free, appropriate public education. In accordance with the McKinney-Vento Homeless Assistance Act and New Jersey state law, students experiencing homelessness are entitled to immediate enrollment and full participation in school—even without typically required documents such as proof of residency, immunization records, or previous school records.
Who qualifies under McKinney-Vento?
Children and youth who lack a fixed, regular, and adequate nighttime residence. This includes, but is not limited to:

Living in shelters, motels, or transitional housing

Sharing housing due to economic hardship (sometimes called "doubling up")

Living in cars, parks, public spaces, abandoned buildings, or substandard housing

Migratory children living in similar conditions
Eligible students are entitled to:

Immediate enrollment and school attendance

Transportation assistance to remain in their school of origin, if requested and feasible

Access to free school meals

Support with school supplies, uniforms, and academic services

Referral to health and mental health services, housing agencies, and other resources
